Housing

All requests for permits for new construction, extensions visible from the street, renovations modifying the appearance of a building façade visible from the street, and all cadastral operations on the Municipalities territory are subject to the Site Planning and Architectural Integration By-law (SPAIP). These requests are analyzed by the Planning Advisory Committee (PAC), whose mandate is to ensure that they comply with the SPAIP By-law. Demolition

Delays:  

Around 3-4 months + 90 days if the main building was built before 1940 

Cost:  

$14,000

Required documents : 

  • The surname, name and phone number of the owner or their representative;  
  • The power of attorney signed by the owner when the application is submitted by an agent;  
  • A copy of any title establishing that the applicant is the owner of the immovable in question or a document establishing that they hold an option to purchase this immovable;  
  • The certificate of location of the immovable to be demolished, completed within the five (5) years preceding the filing of the application;  
  • The reasons justifying the demolition relating to the assessment criteria stipulated in this by-law;  
  • The name, address, and telephone number of the general contractor in charge of the demolition or of the person who will carry out the demolition work; 5  
  • The schedule and anticipated cost for the completion of the demolition work;  
  • A description of the proposed measures for demolition, site clean-up, and, if applicable, salvage of materials;  
  • Colour photographs of each elevation of the immovable, taken within the three (3) months prior to the filing of the application;  
  • Photographs showing each interior room of the immovable, taken within the three (3) months prior to the filing of the application;  
  • Photographs of the neighbouring immovables to understand the context of the insertion, taken within the three (3) months prior to the filing of the application;  
  • In the case of an immovable with one or more dwellings, the number and size of the dwellings in the immovable;  
  • In the case of an immovable with one or more dwellings, the owner’s statement indicating that each of the lessees has been notified, either by registered mail or by certified mail, of their intention to obtain a demolition permit from the Committee;  
  • In the case of an immovable, including one or more dwellings, the conditions for the relocation of the lessees;  
  • A report on the condition of the building, prepared by an architect or a specialized engineer with expertise in the field of built heritage and designated by the City, carried out within 12 months preceding the submission of the complete application; 
  • A detailed economic analysis indicating the restoration costs to be incurred to restore the immovable to its full value and demonstrating that the immovable is in such a state that it cannot reasonably be renovated, prepared by an expert designated by the City;  
  • An analysis of the impact of the project on trees and the preservation measures implemented, in compliance with the urban planning by-laws in force;  
  • In the case of a contaminated landsite, the schedule of decontamination work and the probable cost of this work;  
  • A heritage study conducted by an expert in the field, designated by the City;  
  • Any other document that the applicant deems appropriate to support their application. u) A preliminary program for the utilization of vacated land 

Extension

Delays :  

  • Project subject to the PAC (extension project seem from the street) 
  • Project not subject to the PAC (extension project not seem from the street) 
    • March to September: 1 month
    • Octobre to February: 2 weeks

Cost:  

  • $13.50 / $ 1,000  per cost of the work (minimum $175) 
  • Deposit: $2,500
  • $110 for the study of a Site planning and architectural integration program for an extension if it seen from the street 
  • $2,500 deposit if the footprint of the building is being modified 

Required documents

New construction

Delays:  

Minimum 4 months 

Cost : ($/m2 of gross floor area) 

  • $21.50 /m2 from 0 to 225 m2 
  • $22.00 /m2 from 226 to 400 m2
  • $22.50 /m2 from 401 to 599 m2
  • $23.00 /m2 from 600 m2 to plus 
  • A $2,500 deposit is required as well as a financial guarantee of $50,000
  • $250 for the study of a site planning and architectural integration program 
  • Park fees (10% of the value of the land)

Renovation

All requests for permits renovations on the Municipalities territory are subject to the Site Planning and Architectural Integration By-law (SPAIP). These requests are analyzed by the Planning Advisory Committee (PAC), whose mandate is to ensure that they comply with the SPAIP By-law. All works pertaining to the structure

Quote for the work  

Exterior:  

  • Siding modification 
  • Modification of the size of openings or new style of window on the front facade of the house

Delays: 

  • Project subject to the PAC (Renovation project on the front facade): minimum 2 months
  • Projet non subject to the PAC (Renovation project on the front façade)
    • March to September: 1 month
    • October to February: 2 weeks 

Cost :  

  • $13.50 / $1,000 per cost of the work (minimum $175)

    • Siding specifications (technicaly details and dimensions) 
    • Physical sample of the siding that has been proposed

    • Pictures of the current facades that will be modified via the opening of window style change

    • Site plan prepared by a land surveyor detailing the setbacks 
    • Picture of the front facade 
    • Detailed quote for the work

Around the house / landscaping

Backfill / excavation

Delays:  

Project subject to the PAC: minimum 2 months

Cost:

In case of emergency, a permit for a connection of conduits can be issued within 48 hours in the eventuality of a broken pipe 

Deck

Detached garage

Delays :

Driveway / culvert

Existing pool upgrade

  • Copy of the certificate of location showing the location of the enclosure,  
  • Construction details of the enclosure or fence, including door closing and locking devices, materials and height  
  • Details of opening limiters for any windows opening directly into the pool enclosure

  • A certificate of location prepared and signed by a land surveyor indicating the location of the high water line and the riverbank;  
  • A plan prepared and signed by a landscape architect showing the landscaping work, the type of plants, trees or bushes to be planted, the accesses and the hard surfaces as well as the level of the land and the retaining wall, if applicable.  

Pergola

Delays:

Shed

Tree felling

In accordance with the City’s Tree Policy, It is prohibited to fell any tree located on private property within the territory of the Beaconsfield without having first obtained a permit for this purpose. If the tree in question falls into one of the categories listed in the Tree Policy, then an authorization certificate can be requested.

A certificate of authorization is not required when the diameter of the tree to be felled is less than fifteen (15) centimetres, measured at 0.15 metres from the ground.

COMMERCIAL and SEASONAL CONTRACTORS (grass, snow, leaves)

Certificate of occupancy

Delays:  

March to September: 1 month

October to February: 2 weeks

Cost:

Required documents:  

  • A plan showing the interior layout where the commercial use will occur and the floor area of the building or part of the building concerned by the request;  
  • A complete description of the proposed use of the immovable, or part thereof, and any other information contained in the application form prepared by the City;  
  • Where the owner of the commercial establishment is the tenant of the immovable, a copy of the lease signed by the owner of the building authorizing the commercial use for the place for which the certificate of occupancy is requested 
  • In the case of a family-type resource or a residence for autonomous seniors, the number and ages of the people who will be residing there.  

Commercial renovation

Delays:  

  • March to September: 1 month
  • October to February: 2 weeks

Cost:  

$17 /$1,000  per cost of work (minimum $315)  

Required documents: 

  • Plan of existing and proposed interior layout 
  • If the owner of the commercial establishment is a tenant of the building, a copy of the lease signed by the building owner authorizing commercial use of the premises for which the certificate of occupancy is requested; 
  • Detailed quote for the work

Landscape contractors

Delays:  

1 week 

Cost:  

$75 per vehicule

Leaf dumping contractors

A pick-up vehicle towing a trailer in which the vehicle box and trailer are to be filled requires 2 stickers

  • Recent photographs of the exterior of the building or property showing all existing signs.
